Do you use an Electric Bike in Spain?
There
have been reports of heavy fines being imposed on the spot, to riders of
electric bikes who are unable to prove that their machines conform to EU
regulations regarding maximum motor rating, maximum assisted speed and weight.
Fines in excess of 1000 euros in Spain have been levied.It
is thought that the police are becoming keen to trap bikers using the new high
power bikes that are now available, these would fall outside of the EU 15194
compliance rules and would need insurance as a motorcycle, licence etc.
Also, bikes should not be able to assist by throttle alone since the EU does not permit it, but it is legal in the UK !!
Therefore, if you intend to use your bike on the continent you must be able to prove that it conforms to the rules ie, Maximum motor output 250 watts, maximum pedal assisted speed 25 kph, weight less than 40 KG and no throttle only power. This information has to be displayed on the bike with a permanent plate, and you should be in possession of a compliance certificate from the retailer confirming EN 15194 compliance.
This gives many of us problems and AS Bikes who supplied several of us have been asked to provide the required certificates, but are not yet able to do so. It is recommended that members examine there own machines and get the necessary documents, plates etc before using the bikes abroad, and possibly in the UK if higher power bikes are being used.
This information is provided after doing basic research on the WEB and talking to retailers. please don't take it as gospel truth from me, but as a warning to consider. If any further news comes forward I will update through the usual channels.

COINCIDENCES
From time to time we all encounter coincidences, some remarkable some fairly commonplace. You know the kind of thing, an old friend calls just when you are thinking about them, Two women turn up and a party wearing the same dress. Well we have a Laika coincidence. I am not sure whether it is remarkable or more commonplace, I leave you to judge but to us at the time it seemed very unlikely. We were travelling east from our home in Newcastle Emlyn, West Wales, we pulled into a service station on the M4 and parked next to another motor home, it wasn’t until we got out that I recognised the van as a Laika Ecovip 5R we have an Ecovip 7R both vans about the same age. I asked the owner whether he was in our club, thinking he was perhaps one of those people we often read about in the magazine but have never met, because we don’t get to many rallies. He replied “I didn’t know there was a club!” Well after giving him the details of the club, my next question was where are you heading? Nottingham was the reply, and where have you come from, West Wales the answer, where in West Wales? Yes you’ve guessed it Newcastle Emlyn. He said he had a relative there who had recently died, I asked the name and the old lady in question was well known to us and especially Rose who looked after her in her role as manager of the town’s day care unit. Reading this now, it may not rank up there with the some of the startling coincidences of world history but to us at that service station, at that time, it made us smile and we hope to meet two new members of the Laika club one day, when we are just by chance, stopping for coffee at a motorway service station.
